AB 134 - authored by Assemblymember Roger Dickinson (D-Sacramento) and coauthored by Senate President pro Tempore Darrell Steinberg (D-Sacramento), Senator Lois Wolk (D-Davis) and Assemblymember Alyson Huber (D-El Dorado Hills) - was signed into law on September 6, 2011, and could help offset some of the $2 billion in costs Sacramento ratepayers will have to bear to comply with stringent new wastewater discharge permit requirements adopted by the Central Valley Regional Water Quality Control Board in December 2010.
